If you have water inside the LED Backup Light w/ Flange for Trucks or Trailers part # BUL11CBX then that means the seal is broken. I recommend replacing this light as not only will it affect the luminosity of the light but it is very likely to cause a short on your trailer wiring harness. I spoke with my contact at Thule regarding your Thule EasyFold part # TH903202. She stated that they aren't aware of their being a serial number on the rack in any location. The rack is manufactured in Europe so they are not aware that it has the label on the product that shows the product #, serial # and manufacture date like the U.S. products do.
